As an admin of your organisation, you can update each user's role by clicking on "Your organisation" at the top of the platform. Please note - this doc outlines how to change each user's role. To find out how to invite a user to access/edit a specific flow, please head on over to this help doc.
To edit each user's permission, first head to your organisation. You will then see a list of users in your org. Click the green edit button on the right hand side of your user list to edit each user's permissions:

To edit the user's role, simply click on the dropdown and choose from the options:
• Admin - can access and edit all organisation's flows and users
• Editor - can build and launch flows
• Analyst - only has access to analytics and data download functionalities

As well as editing roles, you will also be able to view the flows this user has under their account, and apply limits to how many flows they can build.
